Job Description

Overview

  • Lead payroll operations for a diverse workforce at a prestigious higher education institution.
  • Ensure compliance with U.S. federal, state, and local tax regulations.
  • Manage payroll systems, integrations, and process improvements effectively.
  • Provide expertise on payroll tax implications for foreign nationals and visa holders.
  • Develop and maintain payroll policies aligned with institutional requirements.
  • Collaborate with HR and external consultants for payroll compliance and optimization.
  • Prepare reports and analyses for stakeholders and regulatory audits.
  • Mentor and grow a high-performing payroll team fostering service excellence.
  • Monitor technology effectiveness to ensure system applicability and usefulness.

Key Responsibilities & Duties

  • Lead end-to-end payroll processing ensuring accuracy and timeliness.
  • Interpret and apply U.S. tax codes and international tax treaties.
  • Ensure compliance with IRS regulations and employment tax laws.
  • Oversee tax reporting and filing requirements including W-2 and 1042-S.
  • Collaborate with HR on payroll tax implications for visa holders.
  • Manage relationships with third-party payroll providers and tax consultants.
  • Lead payroll system implementations and optimizations.
  • Serve as the main contact for payroll-related government and regulatory agencies.
  • Prepare internal reports and analyses for audits and stakeholders.

Job Requirements

  • Bachelor’s degree in Accounting, Finance, Human Resources, or related field.
  • Minimum of eight years of progressive payroll experience, including three in leadership.
  • Proficiency in Oracle Payroll and multi-state payroll processing.
  • Strong knowledge of U.S. payroll laws and foreign national taxation.
  • Exceptional attention to detail and accuracy.
  • CPP (Certified Payroll Professional) designation preferred.
  • Experience in educational institutions or not-for-profit organizations is advantageous.
  • Knowledge of GL integration, payroll accounting, and reporting is a plus.
  • Strong leadership, communication, and interpersonal skills required.
