Job Description

Summary:

The Project Manager will be responsible for overseeing public works construction projects from inception to completion, ensuring that all aspects of the projects align with public regulations, safety standards, and budget constraints. This role requires strong leadership, extensive knowledge of public procurement processes, and the ability to manage complex multi-stakeholder environments.

Key Responsibilities:

  • Project Planning & Management:
  • Lead the planning, coordination, and execution of public works projects, including infrastructure, government buildings, and municipal facilities. Develop detailed scopes of work, budgets, and timelines in alignment with client expectations and regulatory requirements.
  • Client & Stakeholder Management:
  • Serve as the primary point of contact for public sector clients, ensuring effective communication and collaboration with government agencies, regulatory bodies, and community stakeholders. Address concerns and facilitate smooth decision-making processes.
  • Regulatory Compliance & Permitting:
  • Ensure all projects comply with federal, state, and local government regulations, building codes, and environmental requirements. Work closely with permitting agencies to secure necessary approvals and ensure ongoing compliance throughout the project lifecycle.
  • Budgeting & Cost Control:
  • Manage project budgets and ensure cost efficiency by monitoring expenses, negotiating contracts, and controlling costs through effective resource management. Prepare financial reports and updates for clients and senior management.
  • Contract Administration:
  • Lead the procurement process for subcontractors and suppliers, ensuring competitive bidding and compliance with public sector contracting requirements such as prevailing wage laws, minority-owned business participation, and other government stipulations.
  • Scheduling & Resource Allocation:
  • Develop and maintain detailed project schedules, coordinating the work of subcontractors, vendors, and internal teams to meet critical milestones. Adjust schedules as necessary to ensure timely project completion.
  • Risk Management:
  • Identify potential risks related to public works projects, including legal, financial, and environmental factors. Develop risk mitigation strategies to prevent delays and cost overruns.
  • Quality Assurance & Safety:
  • Ensure all construction activities meet or exceed quality standards, safety regulations, and client specifications. Conduct regular site inspections to maintain compliance and identify areas for improvement.
  • Reporting & Documentation:
  • Prepare and maintain accurate project documentation, including progress reports, change orders, and RFI logs. Present regular updates to clients, senior management, and other key stakeholders.

Qualifications:

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field (or equivalent work experience).
  • 7+ years of overall experience
  • 3+ years of experience managing construction projects from inception to completion – k12, municipal, higher-ed preferred
  • Strong understanding of government regulations, building codes, and permitting processes.
  • Proven ability to manage large, complex projects with multiple stakeholders.
  • Excellent communication and leadership skills.
  • Proficiency in project management software (e.g., Procore, Primavera P6, MS Project).
  • Ability to manage budgets, schedules, and resources effectively.
  • Knowledge of local, state, and federal safety and labor laws.
