Job Description

Summary:

We are seeking an experienced and detail-oriented Estimator to join a leading general contractor specializing in federal, government, and Job Order Contracting (JOC) projects. The Estimator will play a key role in the preconstruction phase of federal and government projects, ensuring that all aspects of cost estimation are accurate and aligned with project specifications, regulations, and client expectations.

The ideal candidate will have a background in estimating for government, federal and/or JOC work but as long as you have estimated all divisions, you can be a potential fit. This position requires a thorough understanding of construction processes, cost databases, government contract requirements, and the ability to collaborate with project managers, subcontractors, and clients to produce competitive and accurate bids.

Responsibilities:

  • Cost Estimation: Develop accurate and detailed cost estimates for federal, government, and JOC projects, including labor, materials, equipment, subcontractors, and overhead costs.
  • Bid Preparation: Review and interpret bid documents, including specifications, drawings, and contractual requirements, to prepare comprehensive and competitive bid proposals.
  • Collaboration with Project Teams: Work closely with project managers, superintendents, and subcontractors to ensure estimates are realistic and achievable. Provide support during the bidding process and throughout the lifecycle of the project.
  • Government & Federal Compliance: Ensure that all estimates are compliant with government regulations, including FAR (Federal Acquisition Regulation), DBE (Disadvantaged Business Enterprise), and other applicable guidelines and requirements.
  • Job Order Contracting (JOC) Support: Assist with JOC scope development and pricing, including the management of unit prices, historical data, and pricing updates based on market trends.
  • Cost Analysis & Value Engineering: Conduct cost analysis for different construction methods and provide recommendations for cost-saving opportunities or value engineering solutions.
  • Subcontractor & Supplier Coordination: Solicit quotes from subcontractors and suppliers, review proposals, and ensure accurate incorporation of subcontractor costs into overall estimates.
  • Risk Management: Identify and evaluate potential risks related to cost, schedule, and scope, and work with the team to develop mitigation strategies.
  • Post-Bid Support: Assist with contract negotiations and value engineering after bid submission, including clarifications, scope adjustments, and change orders.
  • Maintain Estimating Database: Update and maintain a historical cost database to ensure accurate pricing on future projects.

Qualifications:

  • Education: Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred. Relevant certifications (e.g., AACE, CCM) are a plus.
  • Experience: Minimum of 5-7 years of experience in construction estimating. Experience with federal, government or JOC work is highly preferred.
  • Knowledge:
    • Proficiency in estimating software (e.g., Procore, Buildertrend, Sage Estimating, or similar).
  • Skills:
    • Strong analytical and mathematical skills.
    • Excellent communication skills, both written and verbal, to interact effectively with clients, team members, and subcontractors.
    • Detail-oriented with the ability to multitask and manage time effectively.
    • Ability to work collaboratively in a team environment.
