Contracts Manager Key Responsibilities & Duties

• Manage and oversee a portfolio of clinical research and public health contracts with federal health agencies.
• Draft, negotiate, and administer agreements including NDAs, subcontracts, and data use agreements.
• Conduct pre-award reviews to ensure compliance with FAR, HHSAR, and solicitation requirements.
• Provide strategic guidance to program managers and corporate leadership on contractual matters.
• Support business development efforts including proposal strategy and risk assessments.
• Perform risk assessments and compliance reviews to ensure adherence to regulations.
• Collaborate with finance, legal, and compliance teams to ensure successful project execution.
• Mentor contracts staff and drive improvements in contracts management processes.

Contracts Manager Job Requirements

• Bachelor’s degree in business, contracts management, or related field required.
• Minimum 10 years of experience in federal government contracting; 15 years preferred.
• Expertise in managing complex federal contracts and agreements, including subcontracts and research-related agreements.
• Familiarity with FAR, HHSAR, and NIH policies and compliance requirements.
• Experience with enterprise projects and contracts software such as Deltek Costpoint.
• Preferred experience in government-funded clinical research and public health programs.
• Knowledge of health data privacy, security, and regulatory requirements including HIPAA.
• U.S. citizenship or green card holder status required.
