Contracts Manager Key Responsibilities & Duties
- Manage and oversee a portfolio of clinical research and public health contracts with federal health agencies.
- Draft, negotiate, and administer agreements including NDAs, subcontracts, and data use agreements.
- Conduct pre-award reviews to ensure compliance with FAR, HHSAR, and solicitation requirements.
- Provide strategic guidance to program managers and corporate leadership on contractual matters.
- Support business development efforts including proposal strategy and risk assessments.
- Perform risk assessments and compliance reviews to ensure adherence to regulations.
- Collaborate with finance, legal, and compliance teams to ensure successful project execution.
- Mentor contracts staff and drive improvements in contracts management processes.
Contracts Manager Job Requirements
- Bachelor’s degree in business, contracts management, or related field required.
- Minimum 10 years of experience in federal government contracting; 15 years preferred.
- Expertise in managing complex federal contracts and agreements, including subcontracts and research-related agreements.
- Familiarity with FAR, HHSAR, and NIH policies and compliance requirements.
- Experience with enterprise projects and contracts software such as Deltek Costpoint.
- Preferred experience in government-funded clinical research and public health programs.
- Knowledge of health data privacy, security, and regulatory requirements including HIPAA.
- U.S. citizenship or green card holder status required.
